一、采购项目的名称、数量、简要规格描述或项目基本概况介绍：
招标人将与上海科技馆合作将其现有的“彩虹儿童乐园”展区更新改造成为“儿童探索中心”（简称“探索中心”）。新的中心将以培养和激发好奇心、想象力、创造力为目标，为3-8岁儿童及其家庭提供符合儿童年龄发展需求的教育内容。本次招标内容为儿童探索中心展区整体规划设计方案，包含初步内容、概念设计、初步设计及细节设计，同时包括从前期阶段至深化设计和施工阶段的设计顾问工作。 Tenderer will work with Shanghai Science and Technology Museum to renovate its current Rainbow Children’s Paradise into the Children’s Discovery Center. The new center will aim to cultivate and inspire children’s curiosity, imagination and creativity, providing age-appropriate educational contents for children between 3 and 8 years old and their families. The tendering is proposing overall planning and design for this center. Also , it should include the design consultancy work from the early stage to the developed design and construction stage.
二、投标人的资格要求：
（1） 满足以下基本资格要求，包括：（1） Meet following basic qualification requirements, including: a) 具有良好的商业信誉和健全的财务会计制度；a) A good commercial reputation and solid financial and accounting system; b) 具有履行合同所必须的设备和专业技术能力；b) Equipment and professional technical capability needed for performing this Contract; c) 有依法缴纳税收和社会保障资金的良好记录；c) Good records of tax and social security fund payments; d) 参加此采购活动前三年内，在经营活动中没有重大违法记录；d) No major illegal records in operational activities in recent past three years; e) 符合法律、法规规定的其他条件。e) Other conditions which meet provisions of laws and regulations. （2） 特殊资格要求：（2） Special qualification requirements: ？ 本次招标要求投标人为联合体，设计主体单位为中华人民共和国境外注册单位，设计配合单位为中华人民共和国境内注册单位；？ In current tender, the Bidder shall be a consortium, the design entity registered outside of the People’s Republic of China and the cooperator registered domestically; ？ 联合体其中一方须具备开具中国境内税务部门印发的设计费发票的资质，且开具发票方与合同款项收款方必须一致；？ One party of the Consortium shall be qualified for issuing invoice of design fee printed and issued by tax department in China and the invoice issuer shall be the recipient of contract payment;

The delayed Bidding Documents would be rejected as invalid Bidding Documents.
